The Macrozoning of the Metropolitan Region of Belo Horizonte is a new stage of the RMBH’s planning guided by the Main Plan of Integrated Development. The tool will allow us to organize the many areas of metropolitan common interest and to establish the directives for land use of these areas. Zones of Metropolitan Interest – ZIMs, which are limited territories of metropolitan interest over the local – and Areas of Metropolitan Interest – AIMs, territorial parts focused on the implementation of politics of the PDDI.
One of the goals of the Macrozoning is the establishment of the Zones of Metropolitan Interest – ZIMs, limited territories in which the metropolitan interest overrules the local. The ZIMs may be different among them, using distinct urban parameters according the metropolitan interest of each one.
The Macrozoning will also point out the Areas of Metropolitan Interest – AIMs, understood as parts of the territory used to implement politics of metropolitan interest pledged along the construction of the Macrozoning.
The Places of Metropolitan Urbanity – LUMEs – are local places whose management are shared among politicians, universities, technicians, civil society, entrepreneurs, class and community associations, and councils and other social groups, looking for to strengthen and to widen the established network during the debates of the Macrozoning.
During 2009 and 2010, was developed the Main Plan of Integrated Development of the Metropolitan Region of Belo Horizonte (PDDI) to be a planning reference to the 34 municipalities of the RMBH for the next decades. The Macrozoning is the continuity of this participative metropolitan planning process begun by the PDDI-RMBH.
Another achievement of the Macrozoning is to create or enhance a widened web of centralities, from a MONO-CENTERED structure – of only one huge centrality – to a POLY-CENTERED structure – with many centralities all over the territory. Centrality herein understood as an accessible urban area with a diversified concentration of jobs, retail, public and private services, habitation, and leisure and culture equipment.
The organs of metropolitan management compose the new institutional arrangement for the management and planning of the RMBH. They are the Metropolitan Assembly, the Deliberative Council for the Metropolitan Development and the organ of technical support, the Agency for Metropolitan Development. The PDDI-RMBH and the Fund for the Metropolitan Development are the arrangement instruments for planning and financial support, respectively.
